Very few people are aware of the functioning of various intelligence agencies operating in India, leave alone knowing their specialized operations and mode of working. There are CB and CID at state level while there are IB, RAW and CBI at the central level. All these intelligence agencies have well defined and demarcated roles and responsibilities and work in close cooperation of each other. In this article we shall confine ourselves to IB and CBI and try to find out differences between these two premier intelligence agencies working in the country.

IB

IB stands for Intelligence Bureau and is an autonomous body that was created through an executive order of the government. IB is not an investigative agency and is primarily concerned with specialized analysis of information. IB is internal equivalent of RAW which is an external analysis agency of the country. It is also the oldest intelligence agency in the country, crated by the government in 1947 at the time of independence. IB carries out intelligence inside the country and counter insurgency and counter terrorism strategies are made based upon analysis of information doe by IB. IB specializes in covert, secretive operations and helps the government in formulating foreign policy towards countries with which India does not seem to have good, friendly relations.

IB draws personnel from the IPS and military and does not recruit from general public because of the sensitivity and nature of the jobs. IB has powers of tapping phones of suspects and gives its reports to the home ministry. IB shares intelligence with other such agencies of the country and works in close coordination and cooperation with them.

CBI

CBI stands for Central Bureau of Investigation. It is a premier investigative agency of the Government of India established in 1963. Industry, Impartiality, and Integrity is the motto of CBI that is called upon to investigate all sorts of cases across the country involving common as well as influential politicians. It is India’s internal unit of Interpol, the International Police agency. Though CBI started as an agency that was specialized to take up complicated cases beyond the capabilities of police forces, state governments have been requesting for a CBI probe in even common murder and corruption cases that has led to politicization of an efficient and fair investigative agency.

To meet different kinds of challenges, two different units have been created inside CBI. One is Anti Corruption team and the other is Special Crimes division. CBI also deals in economic offenses besides dealing with seemingly innocuous case.

Difference Between Intelligence Bureau (IB) and CBI

• While CBI is primarily an investigative agency, IB is concerned with analysis of information

• CBI is more popular than IB because of it being pressed into service with cases involving common people whereas IB is largely unknown to the population

• CBI deals with economic offenses and cases of corruption while IB keeps an eye on the movement of suspicious people to tackle the problems of terrorism and insurgency.
