Thus, it is always better to use accusation when the claims or charges are substantiated with evidence and proven true.

Accuse:

As these definitions imply, allegation refers to claims that are made without any proof.

P.S. So then it would seem that accusations have to be made by accusers but allegations would have to be made by allegers or Allegaters.
